Though on the other hand, civilians could also mean non-military groups in general. The fact that they are groups could mean that they could have the funds and the personell to maintain such a ship, but again, I doubt it will be within the interests of any house military to babysit heavily armed ships like that. Would be easier to just make sure they do not enter in the first place.
