It's that faction's responsibility to make themselves visible and add their own creativity into these groups.

If someone is passive and does not seem interested, that's nobody's but his own responsibility.

There is no "right to be part of anything". Those that invest time and effort will get more out of it than those who are passive and inactive.

Like the Blood Dragons who had a poor presence, and got stuck in the past setting of "deposing the emperor"?

Ignoring certain factions because they're not visible ingame is what makes the region's subsequent setting unbalanced, expanding the already popular factions, while freezing or diminishing the remaining factions concepts and playability.

But that is in terms of plots and stories. In terms of events others concerns come first, such as player availability, and lore sense.

I suppose there is already many discussion groups for different regions in th skype network. Does it work better by having someone with a denomination and some dev contacts instead of using those?
