Then lets give battleships/carriers to AI's, Xenos, Junkers, Gaians and hell even Reavers if you will, or just every other faction out there that doesn't actually possesses the resources, tech and manpower to produce them?

If you'd determine who should have battleships and who shouldn't basing on common sense, then BS should exist only within House Military. And, maybe, one Osiris in Order hands and few Redemptions in Council hands.
Because no faction, other than House Military has necessary resourses. Check Vanilla, then think what could've changed in 20 years.
And now, when we've realised, that BS access is a matter of game balance, not reason, I don't see why Rogues shouldn't have it, since they banned OC battleships from their space and still need to face LNS caps.

If balance is what worries you then thats even more wrong - give a heavy capital line to everyone or to no one, thats the perfect balance you could actually look for but thats not the case here, because as you said - houses shall have caps by default and this is not done because balance but due pure RP reasons.

Rogues fight no wars, they plunder, rob and kill randomly and in poorly organized hit and run tactics, giving them a heavy cap line would contradict with their RP capabilities and goals.

You can compare them to the Maquis with the only difference that Maquis know exactly what they want to achieve.
And by the way Xenos may have a few thousand more reasons than the Rogues to possess a heavy cap so why shouldn't they have one?
Not just because RP but as you said balance as well, lets give them all pirates battleships and flood new york with them.
And as far as RP is concerned, lets look into a real life example - I've never seen a Somalian pirate battleship have you?
