Not just because RP but as you said balance as well, lets give them all pirates battleships and flood new york with battleships.

Exactly how it's working. You see, in every house there should be pirates with battleships so they can fight lawfuls with battleships. If there's no native pirates with battleships, then Outcasts/Corsairs are used instead.

If balance is what worries you

I'm long past the line when I've worried about balance, let the devs worry about it instead.

Rogues fight no wars, they plunder, rob and kill randomly and in poorly organized hit and run tactics, giving them a heavy cap line would contradict with their RP capabilities and goals.

Then how they've managed to build one of the best cruisers in Sirius?

And as far as RP is concerned - lets look into a real life example - I've never seen a Somalian pirate battleship.

I've never seen Somalian cruiser/gunship/anything, except for small motorboat. Does it mean that rogues should fly only LFs?

And by the way Xenos may have a few thousand more reasons than the Rogues to possess a heavy cap so why shouldn't they have one?

The same reason they don't have access to gunboats. Xeno ID is extremely powerful, when it comes to killing transports, so they have no gunboats/caps to give their targets atleast some chance to survive encounter with Xeno.
