Not just because RP but as you said balance as well, lets give them all pirates battleships and flood new york with battleships.

Exactly how it's working. You see, in every house there should be pirates with battleships so they can fight lawfuls with battleships. If there's no native pirates with battleships, then Outcasts/Corsairs are used instead.

And this is exactly why Rogues shall have no battleships, leave that to the outcasts/corsairs that are capable of building them. ~ RP Reason
Also the Scylla as you said is one of the best cruisers around and so it is more than capable of beating battleships, of course provided that the player flying it, knows what hes doing. ~ Balance reason
