No, they can´t inRPly as well as ooRPly. They can boss only LSF indies and only =LSF= leader and 2iC are allowed to do that. They are not superiors of LN.

From my experience and knowledge, official factions cannot boss indie factions and players of same IFF as well. They are clearly independent from what official faction is doing.
