"3.2 A player who was killed during a PvP fight in any form, must not enter the system where the fight took place or re-engage the attacker(s) for 2 hours from the time of their destruction, or until this/these ship(s) leave(s) the game."

If you died (got your ship blown up) the 'player' [you] may not return to the system.

If you log a new character it is still the same player, therefore the new character (or any other characters owned by the player that died [got blown up]) may not return to the system for 2 hours.

Unless:

1) The attacker(s) leave the game.

2) The attacker(s) give you oorp permission to enter the system again.
