Ive got some questions about the zoner id :3

1. If an enemy attacks my non zoner id Partner am i allowed to shoot him?
2. ##Cannot participate in unlawful actions except as described above. Does this mean i cant coop with The Order, Corsairs and other edge world scum?
3. What is the purpose of their caps, besides the nomad threat?
4. Do they have enemies besides nomads ?
