Why are cloak batteries so stupidly cheap?

Yes. Unless the cloaks were designed to use a somewhat common type of battery, like the shield one. But I don't think someone would design such an "unique" technology and use a common battery... design choice, I guess...

but in my humble opinion, they should be more expensive and also not available at any station, perhaps only in some shipyards and other logical ones like research etc.

Could work, I guess. Not having them on every single base and being slightly more expensive would certainly make cloaking more of an investment (and cash sink which is nice).
