Why are cloak batteries so stupidly cheap?

how about instead of rising the price we make cloaking batteries take cargo space like Heavy cloak batteries, otherwise rising the price won't do anything to stem the use of cloak batteries, If I can afford to buy a cloak I can afford to pay any price for the batteries

the whole point of bats was to have them not take up cargo space in the first place.
