Why are cloak batteries so stupidly cheap?

where do you get this part from?

I wouldnt make sense for example to have a pvp fight where you win but then the winner D/C, comes back, and then dies becasue he can be re-engaged.

"leaving the game" Means you are no longer playing. It , to my understanding, does not mean a quick disconnect and return equals you being able to come back and kill him off if you'd like.

3.2 A player who was killed during a PvP fight in any form, must not enter the system where the fight took place or re-engage the attacker(s) for 2 hours from the time of their destruction, or until this/these ship(s) leave(s) the game.

There was a green on the forums regarding this matter. But it got wiped out alongside with forum rollback. What I wrote is completely legit, so if you don't believe me - ask admins. It left the game, there's no big philosophy behind it.
