Either a cost in time, if they choose to smuggle/trade above plane, or a cost in credits if they choose to cloak. You want a greater chance of getting your cargo to its destination, or you simply want to go for a tactical advantage of getting away from someone? Great! You may do so, for a moderate fee.
But isn't the moderate fee covered by paying for the cloak in the first place its not like they are as cheap as most armour. Plus there is people who use their cloaks in order to RP with people eg. I use my cloaks to get through Jump gates without taking damage or past hostile stations in order to be able to RP with someone. If the price of cloak batteries went to far up that would just mean I sell my cloaks and have less people to RP with.

Realises that the equipment that they want is hugely expensive. More credit grind hours. Player still hasn't had fun or tasted any form of victory yet.
Meanwhile rich players are the ones having all the fun with thier cloak piracy etc. Disco population stagnates, and also has the look of a pyramid scheme. There is a problem here, even if people refuse to see it.
Even while trading you can have fun some of the best RP i've had has been on my transports. I'm sorry if I'm missing something but how is cloaked piracy that different to normal piracy? You still have to uncloak if you intend on firing and its not like snubs stay cloaked for long enough to extort credits anyway.
I think if everyone used their cloaks to look for opportunities to RP with others, this thread wouldn't exist.
