It looks more like a buff even since it becomes easier to fly them because you can't forget to hit the button.
No scylla bug anymore as well.
Frankly, I don't see anything against testing it. Devs can just backup the old files and restore them if something goes wrong. Let people live with it for two weaks lets say. In the meantime ask for opinions both on forums and in-game as there are a few guys who are playing, but don't visit forums.

But the amount of hull regenerated in time will be still there, so fight will last for the same time unless you mean getting instakilled. And frankly not-using bots while having them is for trainings in conn.
