Yes, it is more about exploration and expansion, since there is a lot to explore and honestly thats how the game should start out, with them exploring looking for jobs and opportunities.

The game was designed that way. We have to attempt to restore this somehow, maybe adding into the story that the Helium was over-mined, and now its supply is higher than its demand. Give them plenty of hints on where else they should go, and they definitely will. And it will be a great change that this server needs.
