How would anyone be able to get to a Docking Ring and salvage parts from it? They're not left just floating around in space.

Does it have to be Ageira ™ brand Docking Ring blueprints? No. Again. It could be a highly salvaged one, or replicated to the Gallic standard.

You're misreading the word salvage. It has parts. Those parts can be used.
