Some questions about POB

Greetings

First: I have been searching for a while what rules the POB building, besides the local system laws, and I haven't found anything.

I post this because i run into trouble trying to fly to Omicron Gamma sector from Omicron-41, and someone has built a hostile "POB" (at least against my characters), which defenses are very close to the jump hole. I mean with "very close", that can destroy a light ship even before can control it after the jumping in, or make a heavy damage to a medium cargo vessel.

I have asked to a player tagged as angel, and he directed me here to post this doubt, because he didn't know the response of the next questions:

1-Which distance a "POB" is obliged to maintain from a map object? (planets, jump holes, trade lanes, and such)

2-This is also applied to the station defenses?
