The new rule is that a base cant upgrade past core 2 if it is within 15k of a Jumphole or Mining field if i am not mistaken.
However the base your referring to is Puerto del Sol, Which is a Corsair base. It is quite hated for what it does.

Do take the Roleplay Laws into account when you're planning building as well though!

Edit: Looks like the rules are a bit ambiguous about defense platforms, although strictly they are probably considered "part of the base", I would imagine.

If it is a Corsair base, the base itself is infringin the Corsair Empire laws then.

where can i ask for (or in rp-form denounce that)? I'm quite noob in this comunity.
