I get that half your post is an ideology argument but if people can essentially do it already then it doesn't really mean much.
The rules don't prevent anyone from doing anything. Are you suggesting we get rid of them all since they will not "effectively prevent someone from doing it?"
There's no way to know if it's been broken or not if someone does basic things to avoid being caught.
Sure by all means punish a 14 player log on with a 5k convoy powertrading a cap 8 in one run. No point flinging the book at someone transferring between characters and logging 2 characters.
