Who can use civilian guns?

My opinion: this is complete crap, how can it be ok for the Outcasts and Blood dragons to use these weapons (they have access to there own) but then it not be allowed for Corsairs to use them.

From now on I will be scanning every Pirate and if they have Debs mounted I will be putting a sanction report in and be expecting them to be sanctioned.

what the TBH been caught cheating and an Admin has sanctioned them. Good god. i may re-instal the game now. LOL and LOL, this is too funny
