Scrap metal, oxygen and water are all purchasable on NPC bases unlike any other mining commodity so they're excluded (if it wasn't obvious enough) when talking about mining field POBs. If you're mining them you're doing nothing but wasting your time given how low their NPC prices are which results in bigger GPM. Junkers can have as many POBs as they want, as long as one of them is not sitting on top of a jumphole with 8 battleship turrets waiting to instakill people without them being able to do anything about it. Although that's not an issue anymore with the forced neutrality, so I don't know why you're bringing them up in the first place.

Gameplay and balance always has to come before RP. It makes sense to pile all the numbers on the enemy and gank him mercilessly inRP but it's not a valid excuse to completely ruin the fun of the person on the other side of your screen. Or another example, Bretonia should've been rolled over by Gallia years ago, when they weren't even at war with Liberty (on top of that Liberty had Rheinland to deal with). Would it make sense inRP? Sure. Would it be bad for gameplay? Yes. Nobody, not even GRN players would like to see Planet New London and Cambridge owned by GRN and slowly watch a vanilla house vanish. I can go on and on, but the main point stands.
People shouldn't be forced to have a /stuck macro ready for gate/hole POBs. Same goes with cloaks and mining field ones, not to mention battleship platforms. I'm not sure what you mean with jumpdrives, I guess you expect people to jump into the mining field and "catch the miner by surprise" as they're getting obliterated by weapon platforms while he's already docking. It makes no sense whatsoever and shows you're clueless about the whole situation.
