Cerbs are supposed to be the anti-GB/capital turret, doing an insane amount of DPS. However, you do not want them to be kiting too far away, which would make them way too strong, even with some energy drain. Literally meant to tank other GBs, getting in to close range. It has dispersion to stop it from being stupidly strong sniping turret.
At one point, Solaris was too effective against other Gunboats - having an edge over them because of speed/damage, hence why it now has a large energy drain - it's meant for shooting snubs.
