Let's see how this work.
Basically this. Police factions would get defecated on by all indie players they have FR5ed for smuggling. Also, it is easier for us and the rest of the community to keep track of groups being FRed against other groups, rather than every single player ever. We expect that official factions will also update their diplomacy regarding their new hostiles as well.
If we allowed individuals to do this as well, it would be very simple for an indie character to switch to a different ID that allowed no ZOI limitations or larger shiptypes in order to then shoot these factions. It would also be impossible for new members to said factions to keep track of who is FR5ed and whether or not this FL IDed player shooting them is someone who does not know their ID lines or a player their faction had FR5ed at some point.
