Zoners have never been designed for any form of conflict by default, in vanilla they were meant to be a filler, a bunch of always neutral docking points where the player can find shelter no matter their reputation to any other faction. They weren't given separate IFFs for the freeports either, not even at least on a regional basis to allow the diplomatic dynamism and consistency all other factions enjoy.
The initial design makes the Zoner NPC faction the most difficult to play correctly. Of course that doesn't mean "impossible", there are still a good few great examples of what a proper Zoner faction is meant to be, various examples as the design still allows some degree of freedom. But there has been a lot more failed attempts, especially those trying to portray Zoners as what they are not, combatants, folks going to war, all in the name of creating activity, no matter the quality of it. Sadly the full shipline Zoners currently have kinda enforces these ideas and contradicts the default lore.
If you are not creative enough to create unique Zoner roleplay without including Zoners going to war, don't play Zoners. Play any of the other NPC factions allowing such and incorporating combat as part of their lore.
(Even though I remember you once used to be creative enough to create and run CW.)
Regarding this specific issue: heed what The Sovereign said, both in Dev Yellow, and afterwards. I'd advise putting this project on hold until it becomes clear what the originally intended infocard for teh carrier actually is.
