Just an observation about the roleplaying : In roleplay terms, dropping lifeless cargo is one thing. Committing mass murder against a few thousand passengers is another level altogether. Perhaps you should make a distinction between the two. There's nothing to stop you doling out expensive repair bills and blowing off all their guns and equipment.
