I am not opposed to fair treatment for all, neither is any other faction leader I know. The sytem as it stands is fair, every story for an OORP ship will be regarded on it's own merits, it does not have to be Arthur C. Clarke good, but it should at least tell coherently how the ship was gained. This is unilateral for factions and indies alike. In fact most factions do not go for OORp ship combinations owing to the fact that the hassle is not worth the reward for a faction. Check the SA/LSF and their buckshots, or the DW and their Liberty capital vessels. The amount of flak they get is epic compared to what an indy gets. However you will find that most "out-there" RP's from factions are written down. They are of differing quality but all share the same basic principle, that they can proove the ship was gained in a logical fashion.
My point about indies can be confirmed by my own past experiences long before I stepped up to the mantle of the LR leadership. I was flying an Interspace tagged and Id'd Raven Claw, technically an OORP combination, but there was and still is RP for that ship. I'm actually going back over it despite the fact that that ship is no longer in existance. I was never sanctioned for it. Now that may have been because nobody put in a violation report, but even had they done so, I could point at my RP and say there's my logical chain of events.
Dreygon and Doom are also excellent points to go for. Both of their terrorist IDs have been granted for independent characters. And having spoke to the admins that granted them about them, they assured me it was based on merit and the fact they had forum RP to back it up.
It does not matter whether or not you know an Admin or whether you are in a faction, the fact remains it is possible for any player to get any ship with the appropriate RP. However do not expect other folks to know about your RP if it's not in print somehwere easily accessible on the forums. There are 264,000 posts to check through if it's buried somewhere. That's not something anybody should have to do.
The recommended ship list is there to tell you whether or not you need that RP. I think the majority of forum goers agree with me that it is a useful tool that can help prevent a lot of sanctions if people are willing to let it help them.
