Please scratch out Junkers for reason already listed or provide reasons as to why you won't scratch out Junkers.

Because Junkers are not a military organisation. The LSF, the Navy, they are headed over by one man and one body. The Junkers are a loosely affiliated group of quasilegals and scavengers.

in their absence factions are stepping up to the plate, assuming the role of proxy admins, sometimes doing it well, other times, stepping on people's toes and over reaching themselves

Interesting point, but as I've said, you'll need to speak to them about it.
