in their absence factions are stepping up to the plate, assuming the role of proxy admins, sometimes doing it well, other times, stepping on people's toes and over reaching themselves

Have you heard of how to rig votes? It's not to slip more votes for yourself in the box. It's to put more voting booths in places where the people will vote for you.

Because Junkers are not a military organisation. The LSF, the Navy, they are headed over by one man and one body. The Junkers are a loosely affiliated group of quasilegals and scavengers.
