There's an issue there, though.. Rheinland is a dictatorship and Kusari is an Empire. But, it could work for other nations like Bretonia or Liberty.

In any case, that just sounds like trial-by-forum on a large scale.

I do like the distinction of the types of governments. They would be different.

But in Rheineland's case, a referendum vote would simply be the equivalent of a coupe. In Liberty the outcome of a vote...etc., etc.

It's not a trial by forum. You can have server "citizenship" requirements:

Registry on the forum, perhaps even sponsored by at least two other players--things like that before you could vote.

The rebuttal to the "trial" is dictatorship.
