It could be, although the difference is slight between the two, that's where the judgement of the Admins comes in.
Say a player leaves a Bretonia faction because his faction leader said

and he just wasn't comfortable with having leadership that espoused those views.
Lets say he also had a bretonia BS, but now all that time invested was pretty much useless in Bretonia, so he decides to make it a BD battleship instead, so he gets the tag, the ID, and works on getting the cash togather, cash that will take weeks.
While he's doing that, and this is important because it shows if this is just a circumstance he is working out because of his disaffiliation with the faction and it's ZOI, he isn't out attacking people in it.
Now, that's a lot different than intentionally RPing to get a better ship with the purpose of PvP. If the guy was doing that he'd likely have one of the monster ships, a Rhiendland ship for instance.
And, the rules allow oorp ship combos if you are working on fixing them. Rule 6.22, the last sentence.
That's why admin who are actually willing to listen to all sides of an incident rather than just siding with a faction with a grudge make for a fairer and less contentious server.

You don't need the fuzzy area's, so why have them?
