This is frankly one of the most over-dramatic comparisons I've ever seen someone make to a Discovery staff team. It's 500 million credits, not twenty US dollars.
Fees for extraordinary (noun meaning "very unusual or remarkable", literally "outside of the ordinary") requests are in credits. This has always been the case as far back as the days of requesting to buy a system circa 2007 or so. SRPs have a fee in credits. Unique ships have a fee in credits. Official faction requests have a (refundable) fee in credits. It's money sink in some cases, but it's a commitment check in all of them.

Base name changes, up to now have been free (they could be requested once every 6 months).
It is a Team decision to put a price on the required changes and, I suppose, it makes people stop and think before doing something.
The work for any of the 3 changes takes roughly the same time.
