Those garlic factions mostly gain real activity outside of the Gallia core systems, apart from the GMS, who enjoy virtually pirate and encounter-free environment. The MNG| players could as well enjoy playing other house militaries, while the boogie role of Enclave can be easily fulfilled by the traditional house criminals, Outcasts and Corsairs. 5th house - just more spreading of a finite playerbase on the vast map.
