Allowed/Recommended ID/Ship list (New Version)

Still on holiday.... I'll be back on monday and update the list according to the changes that were proposed.

I edited all of them into the first post.

Then I will send the list to admins so that they can decide:

1. Final placement of the ships into the 3 categories.
2. How much(if at all) will the different categories be enforced/sanctioned
3. Pin it somewhere (in rules section or in some of the tutorials)
