Arguing for the sake of argument. Maybe its just a game theory, like and subscribe. P' sure that's up for the OFs to duke it out. The line mentions official factions, which a collective cap tag isn't. But also I don't care enough to look into that one any furhter.

The bottom line is that it is possible and the rules are not prohibited.
