Reminder, even with buffing unpopular IDs such as police IDs and giving them TLAGSNET did not, actually, make them more appealing in a day to day environment.

Actually, if you wanted to fix those, you have to fix the issue with non-combat orientated unlawful acitivites and their RP consequences. Because the police ID can only exist if there are non-pvp orientated lawfuls. And sticking a faction tag on a smuggler is counterproductive as it always was.

Remove rep and money related roleplay consequences of ANY sort from quasi-lawful smugglers so that the ingame consequences are similar to one time piracy encounters - pay fine or die. But not both. And certainly not both and FR5ed. And certainly not both, FR5ed and get your npc faction in trouble for the sake of a spectacle and a chance to cause drama.
