I have a dream of one day having a mechanic that would make caps more annoying to use out-of-ZOI, but not impossible.
Something like fuel or docking restrictions to non-allied bases.
The issue is not as much in the odd cap going out of place, but when it becomes almost abusive behavior (see Ranseurs at Rochester).

Nobody really smuggles, that's why TLAGSNET doesn't really help. Heck I'd say it would be more appealing in the hands of e.g. Lane Hackers than the Police, considering the current state of trading.

Never really saw one of those in my relatively short time here, but what exactly is the difference in out-of-ZOI lolwut caps and out-of-RP lolwut POBs? You can just shoot them after a siege declaration, right ? If it's a troll POB chances are nobody is really going to show up to defend it... Besides, Darkwind's changes should reduce the POB trolling potential significantly.
As for the proposed system classification changes, simplifying things and making them more consistent should always be the goal, however I'm not sure the proposed changes really make the situation more clear. I guess they do, but it will take a bit of getting used to the new wording.
