[Official Event] Convergence on Manhattan

@Garret Jax Firstly I want to say thank you for all the hard work you and others do for these events, they are a ton of fun and have brought a lot of activity to the server. I know a lot of the community is really appreciative of this.

To this point, I would like to voice my concern over Liberty Navy ID being excluded from this upcoming event. As the event currently stands, unlawful groups that can field caps will be invading Liberty with said caps. This is a certainty whether or not the event is intended for freighters. As things are now, Navy ID will be expected (and rightfully so) to log and deal with this nonstop. All the while the unlawful caps will be able to earn event payouts from destroying other ID's in the event.

Liberty Navy on the other hand will be fully expected to participate in anti-cap PVP, yet won't be able to earn event payouts. I don't think I need to explain any further why this needs to be addressed in some way. (either a plug-in excluding caps above GB from getting event payouts, or just let Navy ID participate.)

Moving on from Capitol ships, 46th for example has a fully dedicated combat-freighter squadron known as "Kodiak". These ships are perfect for this event, yet no one in the 46th can use them to participate. 5th, LN, and even 1st Armada likely have similar non-capitol class assets that will be excluded.

Can Navy ID players make LPI / LSF stuff and just suck it up? Yea some of us can maybe, or it might be the case that some don't have the means to do so, and have already invested heavily in an ID they can not use in the event.
