Reproduction Steps:

• Step 1 Dock Ithaca to buy goods
  
• Step 2 Get ERR Base will not sell goods
  
• Step 3 Try again to see no commodities at all in base
  *edit*
  
• Step 4 Try conn to find it says you're in a player base
