Admiral, Most Esteemed Shogun Yamato

As Lord Protector of our great and sovereign Empire of Kusari, I must report that another border incident has occurred. Only a mere few hours have passed since, but from initial reports it appears that the Liberty Navy has once more opened fire on our forces and caused great damage to our patrolcraft. I shall speak with our brave pilots within the hour, for they have stood firmly against the Republic yet again and deserve but praise. Whilst they may rest, we, great men of Kusari, must now act, and so I come before you to also report that Plan Hikari has been activated. There can be no peace with the Republic of Liberty, and we shall find but disappointment in holding out for a diplomatic solution. It is, therefore, my advice that the Empire's diplomatic and economic apparatuses focus their efforts on mobilizing our full strength at an even more hurried pace, and on communicating with both Bretonia and Rheinland such that they do not intervene.

It is with most unfortunate that Liberty has chosen the path of conflict, but if our history has anything to teach us, that is that going down without a fight will cause irreparable damage to our society. We cannot remain idle, and it is by force that we shall find peace. I take full responsibility of our actions at the border, and do solemnly swear to deliver unto Kusari, in our finest hour, a grand victory, for there can be no other outcome.

Admiral, and honorable Shogun, I put my full trust in your support in the days ahead, and hope that all of Kusari shall march with us into battle. For the Emperor, and may we succeed in this trial to come.
