I was sure this was a measure to enhance rather than further cripple...

The other way around: Freelancers and what-not getting their hands on Contraband is getting crippled. And this might make sense from a gameplay perspective, but not (imo) from an inRP perspective. *shrugs* in the end, whatever it will be, we, as players, will adapt to it.
