[Economy] Inconsistent FOW availability

Most of the bases I listed in the original report are missing Oxygen. All of them are inside ice fields. Out of those listed, Alcatraz, Montezuma and Sournia are examples of ice field bases with no water on it.

Regarding whether or not Oxygen is a flavour commodity, I disagree. Having access to a full FOW set lets you skip hydroponics and free up a base module slot. I noticed this issue precisely because I was surveying possible base locations. Of course I know you're not supposed to have everything everywhere, but far as I'm aware Food availability is what is supposed to determine the need for Hydroponics. Besides, bases within ice fields in particular should have more than enough of a Water surplus to use some for Oxygen and fuel production on the side.

Ultimately this isn't that big of a deal, but it does feel like a somewhat arbitrary limitation to have. Doubly so since it primarily impacts unlawful bases which are already an uphill battle as is.
