Generally we take a look at the last 12 months when considering recent history - most don't have a record within that time. Multiple cases of warnings and sanctions within that timeframe usually indicates a pattern of behavior that we'd like to see improve. If you feel that this practice is unfair, you may request an appeal - but keep in mind that making that 'recency' timeline shorter makes it increasingly meaningless as a consideration as even the vast majority of people with a history of recurring sanctions don't go on a spree.
