Admin Notice: Lost Characters or Accounts?

am very new to this game, I had a weird situation happy. were the game crashed, sent me to the desktop. I restarted the launcher then the game begins to boot but it gives me the following error

So Basically I can never get to load myself into the game. I reinstall all the Direct X driver and the error continues, any help would be appreciated.
