[Equipment] RUPTURERs and SHATTERERs are techlocked in strange ways

Since the game has seven trillion codenames for most classes, we want to start doing more regional equipment. Admittedly I think regional codenames are unintuitive and silly, and I would have liked to see all the techlocked equipment as actual (manufactured) faction-specific equipment, rather than just magically being a techlocked codename. The DOs are mostly Antonio's brainchild, though, so ping him furiously (to little effect) if you want to lobby for changes.
