I am in RM, but have never been a big policy-maker there. So please don't conclude there will be a problem with your indie HMS Churchill. I don't have a problem.

I think the way to approach this is to adopt a strategy to very strongly steer players to existing offical factions. Some stick, but mostly carrot.
I don't think most indies in caps are bad, nor do I particularly see the need for any stick at all to steer someone into a faction if their choice was not to be in one.
