There are people who take the law into their own hands. They're called Hunters. There are also quite a few factions who smuggler, but most of them are restricted RP'er organizations, not powersmugglers."Smuggling to your hearts desire" is power smuggling in most cases. Breaking a lawful factions rules often gets you kicked and banned from the system.
