Bounty hunters kill people for money, so ask yourself what you'd do if you were a known pirate who saw a bounty hunter coming at you knowing if you had a bounty on your head or not.

And yes, bounty hunters are frothing at the mouth pvp prostitutes with little, or no, regard to bounties. (There's only a few that i know of who doesn't do this.)
