Regarding the restriction on Liberty caps

Not much to say.. but I dont think it will help, maybe cause a civil war...

I think the solution lies in trying to teach the indies first, then if that doesn't work use the iron fist.

Maybe some sort of incentive for them to RP properly (like eventually giving them some authority over the lower ranked LN )

That is essentialy what I have planned when we have the next mod come out. We have a real problem for now, and it needs to be resolved
