As a LN member I have fought alongside many indies, and for the most part, many of the LNS ones follow my orders and know not to capwhore (such as the yellowstone)
The question is how do they prove they are trust able? Obviously, many indies are going to apply to get onto the list of allowed caps. How will they register. Via a thread? How will we know in game whether or not they are being watched?
This is the problem with outright banning everybody, as it's hard to prove your worth is your banned and not allowed to show your stuff in the first place.
