Technically, no, they are a criminal faction, much like local gangs in real life,So, that means the lpi, being a police organization, would be the one who gets the job of arresting them. the navy is only there for defense of the nation, encase of war.
Only problem with this is the LPI is underequipped to handle 99% of the pirates that enter manhattan, so yeah, the navy has been having to do their job.
I'm all for improving the experience for everyone, and having more fun, but so far, I haven't seen the evidence of these battlecruisers hunting down lone fighters, I'm on teamspeak with these guys constantly (on the discovery server so feel free to join in) and generally, unless we know there are hostile capitals in system (like mon'star and the order Osiris we were trying to find last night) and we're patrolling around and happen to run into a fighter that happens to engage the capitals (for whatever reason), they will actually switch characters and log onto their fighters and we fly as a wing.
Maybe there are others more culpable for these claims, but I still don't think it's a good idea to ban them all. that's why the civil war has started (Ingame RP consequences of captains being told to stand down when they feel they are doing the right thing and defending their homeland).
Can't wait for 4.85 though, liberty fleets versus rheinland fleets, that is gonna be some damn good times, hope we can resolve this by then.
