Regarding the restriction on Liberty caps

Jimmy that's the whole point, just because we're getting swamped by caps does not mean that we should answer back with caps. That's one of the purposes of this. If both sides are stubborn it will be just a fight between who can get more power traders to buy caps. This way we can restrict ourselves, and hopefully the pirates will join us in the fun and start using more fighters as well.
